Fix corner-radius handles overlapping the resize handles

Previously, a rectangle’s radius handle could run out of room well before the corner was as round as it could get, and at high radius values it could sit right on top of the mid-edge resize handle, making both hard to grab. Dragging now maps the handle’s whole travel onto the whole radius range, and it steps off the edge whenever it would otherwise collide.
