Fix editor toolbar tools overlapping the undo/redo buttons

With both the layers and properties panels open, the canvas column left for the toolbar could be much narrower than the browser window. The tool groups used to size themselves against the window width, so they kept sliding under the undo/redo/history buttons in that situation. They now size themselves against the toolbar’s own width and scroll horizontally instead of overlapping.
