Fix feedback filters that silently failed to apply right after load

If you clicked a filter chip on /feedback fast enough — right as the page finished loading — the URL would change but the board kept showing every thread, unfiltered. That’s fixed: filters now apply the moment you click them, whether or not the page has fully settled. The URL still updates to match, so filtered links remain shareable.
