Redesign the mobile editor's bottom panel into a focused tool sheet
Selecting a layer on a phone now opens a sheet that names what's selected and shows one tool's controls at a time, instead of the full inspector.
Tapping a layer switches the bottom sheet from the browse view into a tool view: a subject bar shows the selected layer and active tool with a Done button to step back out, and the sheet rests lower so the artwork stays visible while adjusting a slider.
